NPC: Pirate Bandit

This guy most reads as “pirate” to me, but could be a generic bandit. Or fighter. Or even just some random dude not wearing a shirt.

Whatever he is, he’s not likely to be a PC hero. I am pretty certain he came in a blister labeled as a pirate.
